Endorsed candidates must meet critical criteria of being aware of civil, labor and human rights violations in Vietnam and supporting Vietnamese Community in our efforts to promote the social consciousness. All selected candidates in endorsement and recommendation list must have some adequate level of understanding the Vietnamese community and express the willing to work with the community in development plan and/or have interest to support and sponsor similar resolution such as the Heritage Freedom Flag Resolution on June 18, 2003. These decisions are made by the committee with the majority of votes on both issues and candidacy.
